In most cases, closing the program allows you to bypass the notification but not to solve the problem itself (you receive the same message when trying to run the program). This message can appear with any program, and often with three options (depending on the Windows version): close the program wait for it to respond, and check for a solution and restart the program. For example, 'The application is not responding', or a similar message such as 'The program has stopped working'.
